The maoist terrorists CPP-NPA-NDF using their front partylist groups (BayanMuna, Kabataan, Gabriela, Anakpawis, etc..) will participate in thed coming 2010 Philippine elections just for the purpose of fast tracking their atrocious armed struggle.
Their only purpose is, as what Lenin had formulated "use democracy to destroy democracy, join the parliament to destroy the parliament".
Help expose this to strategically isolate and weaken maoist terrorists in the Philippines!

WHO IS JOVY PALPARAN?
Born on Sept. 11, 1950 to Jovito Capilitan Palparan Sr and Teofilia Hebia Salvana in Cagayan de Oro city, Jovito S. Palparan Jr is the second child in their family. He has an older brother, Harold, and his younger siblings are Jesusa, Erwin, Constancio. He attended Elementary School in Bgy Concepcion, Malitbog, Southern Leyte and Secondary Education in Cathedral High School, Cagayan de Oro. He got his Bachelor’s degree in Business Administration at the University of the East, Manila. He is also a Master of National Security Administration from National Defense College of the Philippines.
Raised as a catholic boy, Jovito Jr or “Jun” started out as one of the more timid kids in school. He was always taught the value of firmness and humility, courtesy of his father and mother, respectively. It was perhaps because of this that his school mates always had a tendency to look down on him, given his quiet disposition. And rather small stature. Why wouldn’t they? His older brother, Harold, was a much more imposing figure, literally. But something would set him apart from the usual - he knew the right values and never compromised. He also had a knack for thinking about outcomes. Thus, he always sized up his childhood fights to avoid bigger kids so he would always win. And when he went through the Reserve Officer Training Corps (ROTC) at his University, the University of the East, these innate traits and his leadership were significantly tested for the first time. But in sharp contrast to most students, he found the training to be quite exciting and, well, fun. He finally admitted to himself that he never really liked his course and it was ROTC that held himself together. His grades proved it, as only one subject was constantly marked exceedingly high – and it wasn’t Accounting.
After graduation, he became a clerk in a financial institution. However, the rush of the ROTC was more attractive than the calm office setting, so his feet took him where he could sign up for the Direct Commission. This process allowed college grads to be Military Officers even if they weren’t graduates of the Philippine Military Academy, given they pass a test first. He got commissioned on the 1st of Oct, 1973 and was off to military service. One that was shockingly different from uniform marching back in college. He saw his 1st action in Mindanao’s hot spots - the politically heated hot spots. This was where his courage started to gain recognition. His achievements ranged from high-risk raids on insurgent headquarters to the surrender of rebels in often large numbers, not to mention the surrender of slaughtering rebel leader Hakim Sali aka “Commander Snake”, recovery of countless smuggled items and rebel firearms, helping stop many coup d’états and refining Philippine military operation doctrines.
Helping the needy both here and abroad to reconstruct their lives is also one of his valued strategies. This was made prominent during the capture of the truck driver Angelo De La Cruz in Iraq. He was Commander of the Philippine Contingent to Iraq and assisting the Iraqi people in rebuilding their lives when 11 Filipino truck drivers were ambushed by Iraqi insurgents. The Philippine forces were able to rescue 10 of them but Angelo got into the kill zone and was snatched by the attackers. After that, then Gen. Palparan was ordered to pull out of Iraq but still negotiated with the Iraqi captors, leading to Angelo's triumphant release. These and more are the remarkable works of Cong. Palparan that only a few know of. Nevertheless, he does his duty.
He would be feared by his enemies and loved by the people in the places he once served because of the progress he has initiated. Sadly, the complete opposite is what we get from most of the media. Most hit by his offensives are communist terrorists like the New People’s Army (NPA). So, rather predictably, he soon became a favorite target of leftist groups, may they be armed (like the NPA) or just pretending not to be armed (like Bayan Muna, Gabriella and Anak-Pawis). He drew and is still drawing criticism for even his slightest burp, it seems. But to him, this is a sign that the enemies are being hit at their soft spots. Finally, something can be done to oppose the nuisance forces pulling the Philippines down.
Now, with full support from his children, Macy, JC, Martin and his wife, Dr. Ma. Evangelina F. Palparan, the former General dons the Barong Tagalog to fight another battle that is just as crucial to the victims of communist terrorism and consequently, the country. In Congress, he now represents those who see the true face of the communist "People's Champions" may they be enemies of the terrorists or the victims themselves.

True! Maoist schemes to exploit Philippine elections --CPP-NPA-NDF and its legal fronts (BAYAN MUNA etc....) are only participating in this 2010 election to 'infiltrate further' the government, sow intrigue and intensify political conflicts from within the Government.
Elections is also a time for massive NPA extortions and alliance building of the NDF ...that's the reason they had put-up MAKABAYAN and set 2 commies to run for Senator!

DUAL REVOLUTIONARY TACTICS of the CPP/NPA/NDF Action Plans for the May 2010 Elections
The aim and objective of the Communist Party of the Philippine-New People’s Army-National Democratic Front or the C-P-P / N-P-A / N-D-F is to establish a communist government through ARMED and LEGAL STRUGGLE. The insurgents have two forms of revolutionary struggle: The ARMED STRUGGLE as the primary form; and the secondary form, the LEGAL STRUGGLE. These are two distinct but complementary forms of struggle that helps one another.
For the armed struggle, the armed group of the N-P-A is undertaking a protracted guerrilla warfare, acts of terrorism, and violent incidents. These are more described as CRIMES AGAINST PUBLIC ORDER. Their armed struggle is based in the 3-Year Work Plan that was issued that includes: the building of Guerrilla Fronts; intensification of tactical offensives against the military and police and against uncooperative civilian populace; strengthening and enlarging the N-P-A for the conduct of terrorism; and united front building and mass works. The last one is not tactical in nature, but is being done to support the armed group, and the armed struggle itself.
In the UNITED FRONT BUILDING AND MASS WORKS, the actions they are doing are shown [SHORT PAUSE]. More significant to note is their maxim of “JOINING GOVERNMENT TO DESTROY GOVERNMENT, USING DEMOCRACY TO DESTROY DEMOCRACY”.
On the other hand, the LEGAL STRUGGLE is done as shown. Our concern in this information briefing is the EXPLOITATION OF THE ELECTORAL PROCESS. They do this in order to: Infiltrate the government bureaucracy; extort money, logistics, and concessions from political candidates; and launch black propaganda against government. Thus, they participated in the 2001, 2004 and 2007 elections by fielding candidates under the C-P-P / N-P-A / N-D-F-Affiliated partylist groups.
THE DUAL REVOLUTIONARY TACTIC: TheC-P-P / N-P-A / N-D-F participates in elections in line with its DUAL REVOLUTIONARY TACTICS. This is to use the election period to generate funds and other logistics to support the armed struggle, and field its own candidates or support political aspirants to support the legal struggle.
It will seem, therefore, that the C-P-P / N-P-A / N-D-F have the best of both worlds during elections. Why so? First, they will conduct extortion from candidates during elections. The second will be explained later.
Extortion Activities During Elections: During the last three election periods, the local terrorists extorted from political aspirants nationwide an estimated total amount of four point one million dollars or some two billion pesos. These came from the schemes known as the PERMIT TO CAMPAIGN or P-T-C and the PERMIT TO WIN or P-T-W. These goes to show how the C-P-P / N-P-A / N-D-F, and all its partners in the underground and aboveground, have mastered the art of extortion, and they are already experts in these.
The C-P-P / N-P-A / N-D-F demanded the P-T-C fees from political candidates in order for them to campaign in affected or influenced areas. They usually release the P-T-C depending on the position a candidate is running for. To make this work, they utilize the N-P-A units in the collection of these P-T-C fees. From candidates belonging to a non-affiliated partylist group, the Party extorted a minimum of P50,000.00. For the other elective positions, they imposed P-T-C fees corresponding to 5 to 15% of the candidate’s campaign funds. This table shows how much is demanded or extorted The next slide shows the P-T-C cards they have issued in the past, and it will be noted that it is even color-coded and there were modes of payments and discounts…..such a mastery indeed, of the art of fooling people for money.
The P-T-W, on the other hand, assures candidates of victory through command votes and mass votes. The Party assures the candidates that he or she will win the elections through the command votes that are generated from the members of organized masses of basic mass associations and party organizations in the area thru the N-P-A. While the mass votes come from the members and supporters of C-P-P / N-P-A / N-D-F affiliated front organizations. Later on, they would ask for concessions from the candidate that wins. Now to be sure on who will win, they demand this P-T-W fee from all candidates without them knowing it, again, a mastery in the art of extortion. The Party once again extorts P-T-W fees based on the position the candidates are vying for, as shown.
It was mention earlier, that the C-P-P / N-P-A / N-D-F will have the best of both worlds during elections. The second of these, is the opportunity for organizations and personalities connected with the communist movement to freely participate in the country’s democratic processes. This is also in line with the DUAL REVOLUTIONARY TACTICS, I earlier mentioned. Hence, we will be seeing these partylist groups affiliated with the C-P-P / N-P-A / N-D-F more often and active in the months to come.
Reasons for Participation in Elections: Before the 2004 elections, Jose Maria Sison said, “While the C-P-P / N-P-A / N-D-F has no hope for the candidates, at the presidential and even on the senatorial levels, there is a big possibility that the progressives can gain more seats on the congressional level through the partylist and the local executive offices.”
He sees that participation in the elections by allied partylist groups will cause class conflict and advance the revolutionary struggle, and as such is in line with the C-P-P / N-P-A / N-D-F’s plan to create a bloc that is capable of influencing the balance of political forces in the House of Representatives.
Participation in the 2004 Elections: At that time, the C-P-P / N-P-A / N-D-F saw that the partylist system may be used to pursue their “legal parliamentary struggle”. Bayan Muna was the first partylist aligned with the C-P-P/N-P-A/N-D-F that won in the 2001 elections. Along this line and to duplicate the success of Bayan Muna, the C-P-P fielded six partylists groups connected with them in the 2004 elections. From here, they determined the regional allocation of votes. For the Southern Mindanao Region, or Region 11, their estimates are highlighted, and note that they projected more than one hundred percent increase in votes from 2001 to 2004. On the overall total nationwide, they projected an increase of one to two million votes for their own partylist groups. With these, they determined their areas of strong influence, and we will see that Region 11 is considered as one of their areas of strong influence. These are the results of the 2004 elections for the C-P-P / N-P-A / N-D-F-Affiliated partylist groups .
Participation in the 2007 Elections: For the 2007 elections, their objective was to get three point one million votes equivalent to ten seats in the House of Representative broken down as follows: Bayan Muna-3; Anak Pawis-3; GABRIELA-2; Kabataan Party-1; and Suara Bangsamoro-1. The results of the 2007 elections are as shown
Plans for the 2010 Elections: Let me inform you that the Party still believes that by winning in the elections, it can infiltrate strategic elective positions in government. The ideas of Jose Maria Sison on this are: One, give more focus to electoral struggle; Two, in view of electoral gains of Bayan Muna and other affiliated partylist groups, he considers the Nepal experience as an alternative strategic option; and Three, that they must continue to subscribe to the idea of exploring further the arena of the electoral struggle. Joma states that, “Adherence to the pursuit of the original revolutionary political line, is for the primacy of the ARMED STRUGGLE to complement the “LEGAL STRUGGLE” in SEIZING STATE POWER”, and let me say that again, “in SEIZING STATE POWER”.
As such, the C-P-P / N-P-A / N-D-F-Affiliated partylist groups launched the MAKABAYAN for their participation in the 2010 elections. In a tele-message from Sison during the launching ceremony on April 16, 2009, he said: “…MAKABAYAN will carry forward the politics of change on a progressive course and bring to a new and higher level the fighting capabilities of the people…”
MAKABAYAN is attempting to connect with existing political parties while strengthening its own partylist groups for more seats in the House so as to increase influence in the law-making body to fast track its strategic goals.
GABRIELA will campaign to get one point two million votes for three seats in the House of Representatives and will campaign for Lisa Masa as a senatorial candidate. On the other hand, BAYAN will start the campaign for Satur Ocampo for the senate, and at the same time assist in forming the machineries for ACT and COURAGE. To be fielded by the Party are nine affiliated partylist groups, namely: BAYAN; GABRIELA; ANAK PAWIS; ACT; COURAGE; KABATAAN PINOY; KATRIBU; ANAK BATA; and MIGRANTE. Ladies and gentlemen, if the people will continue to be fooled about this progressing danger, there is a possibility that twenty-seven members of the C-P-P / N-P-A / N-D-F-Affiliated partylist groups will work in the House of Representatives and possibly a couple in the Senate by July 2010. With these in our law making body…..“What do you think will happen during the election years of 2016 and 2022? …and so, this is beyond politics.
CONCLUSION: In conclusion, Jose Maria Sison stated: That the most consolidated expression of the National United Front is the underground for the ARMED REVOLUTION and it is the NATIONAL DEMOCRATIC FRONT; the national united front is not only for the purpose of ARMED STRUGGLE, it is also for LEGAL STRUGGLE; there has to be a combination of the two forms of struggle. In so doing, what makes everything ILLEGAL is the desire and intent of having an ARMED component. Therefore, their intent is just not simply to participate in the electoral process, rather, to get inside government and destroy our democracy from within. That is the reason why none of them or their groups have ever denounced armed struggle…because ARMED STRUGGLE is in support to their “LEGAL STRUGGLE” and vice-versa.
Recall, if you please, if these C-P-P / N-P-A / N-D-F-Affiliated partylist groups ever called for a stop in violence [PAUSE]. Recall, if you please, if these partylist groups ever admonished the killing of innocent civilians, specifically the Lumads here in the Davao Region, condemned to death by the NPA’s “People’s Court”, even as this “kangaroo court” is a clear violation of the International Humanitarian Law as prescribed in Article 3 of all of the Geneva Protocols, and many more other killings in the long and recent past [PAUSE]. Recall, if you please, if these partylist groups ever rebuked the use of landmines and I-E-Ds, even as these are banned by the United Nations . Recall, if you please, if these partylist groups criticized the recruitment and employment of minors and the use of women and children as human shields by the N-P-A. And, recall, if you please, if they ever called for the discontinuance of extortion activities and the collection of P-T-C and P-T-W fees. They never did, none of these partylist groups and personalities, who are affiliated with the C-P-P / N-P-A / N-D-F and who call themselves the champions of the people’s cause ever denounced these acts of terror at the expense of fearful and innocent Filipinos. For they are an integral part of the C-P-P / N-P-A / N-D-F’s ARMED and LEGAL STRUGGLE. Will we, therefore, allow them to be in government to carry out their plan for “armed and parliamentary revolution”?
Sison himself identified their forces, and these are : BAYAN; K-M-U; K-M-P; GABRIELA; L-F-S; ACT; KADENA; and many more. Prior to the 2001 elections, these were the partylist groups affiliated with the C-P-P / N-P-A / N-D-F as stated by Sison and are engaged in the armed struggle to topple down our democratic form of government. Let us not be deceived for they have deceived and have been deceiving many a people and a sector into believing that they are for the people’s cause and that of the country. Yes, they have done so…for forty years already. Many of you here may still not believe this, but it is a fact that these partylist groups mentioned are, indeed, affiliated and connected with the local terrorist group or the Communist Party of the Philippine–New People’s Army–National Democratic Front, believe you me. The identification of these partylist groups I mentioned is not a joke, nor a false report, and definitely not a propaganda material being used by us in the A-F-P. It is simply, the very words of Jose Maria Sison, the founder of the Communist Party of Philippines
CLOSING STATEMENT: Ladies and gentlemen, there is a call for urgency to end this bizarre and uncanny scheme to grab power and fool the people by illegally influencing the electoral process in the guise of a legal act. The urgency is upon us and the actions that are to be done are within our midst…..doing it for our beloved country and the Filipino people…..is a patriotic responsibility and duty on our part, individually and collectively.#

Problem with the NDF/CPP/NPA etc is the fact that they have a HQ in the Netherlands(Holland) where Sison still rules his dark empire in the Filippines. Sison is strongly supported in my country (The Netherlands) by an political party called Groenlinks(Greenleft). The other 2 leftish party's (SP and PVDA) also helped Sison in the past and perhaps the PVDA is still supporting these communists. When Jan Pronk(PVDA) was a minister of developmen he gave a lot of money to groups related to Sison about 50,000,000 Euro. Since the SP knows about the threats from Sison against Walden Bello the SP will not support Sison any more. Bello on the other hand is a strange person. His party the Akbayan claims they are not communist but Bello showed up in the Netherlands at a Marxist-fesival, I even saw pictures from him. I mailed Bello but no response. Strange is also the spokesman from the Akbayan in the Netherlands Evert de Boer. Evert is the former messenger and fundraiser from the NDF, I also asked Bello about it, no response. It sucks
